Why was the year 2012 chosen to create the Hela and Jiwaka provinces?

Very simply that is when the next PNG elections are due to be held.  The amendment will be gazetted in the National Gazette before the issue of writs for 2012 elections.  In the meantime interim authorities will be established.  These authorities will be responsible for preparations for the new provinces and attainment of full provincial government status.
