When was the Endeavour Accord signed?

The Endeavour Accord was signed on the 5 August 1990 aboard the New Zealand warship, Endeavour. The agreement sought to restore services to the island but was never implemented due to a lack of agreement about who was to be responsible for the delivery of those services.
