Who was Perry Kwan?

Perry Kwan (the man with the bow tie) was the Speaker of the Third House of Assembly - 20 April 1972 - 22 June 1972. He was the Member for New Ireland. (Kavieng).  He may have been the shortest serving Speaker after only being in office for a total of 11 sitting days. See The Sydney Morning Herald - Jun 23, 1972 -page 8 --
